U.S. Army Secretary Dan Driscoll met with Ukrainian President Volodymyr Zelensky in Kiev on Thursday to present a new 28-point U.S. peace plan aimed at ending the conflict with Russia. Driscoll was joined by Army Chief of Staff Randy George and other senior officials, with footage showing the delegation meeting Zelensky and holding talks. White House spokesperson Karoline Leavitt confirmed that Secretary of State Marco Rubio and U.S. envoy Steve Witkoff have spent the past month working quietly on the proposal, describing it as a “good plan” and noting that discussions with both Ukraine and Russia are ongoing.
